e. Impacts from dam operations including an experimental spike flow <br />hydrography, construction of selective withdrawal structures, and <br />winter low flows in the San Juan River are unknown. <br />2. Reasons for continued declines of threatened and endangered endemic fishes <br />and other native species of the Colorado River within Glen Canyon NRA need to <br />be identified and mitigated. <br />3. There is a general lack of information about native species within Glen <br />Canyon NRA including status, habitat needs, and the effects of <br />competition/predation with nonnatives. <br />4. Differences and conflicts in state and Federal laws and regulations <br />affecting fishery resources within Glen Canyon NRA need resolution. <br />5. Trace elements and contaminants in fish tissues and the aquatic food web <br />are of concern due to implications to long lived fishes and the angling <br />public. <br />6. NPS is not formally involved in Recovery Implementation Programs (RIPS) <br />and critical habitats within the Glen Canyon NRA are largely unstudied. <br />T. Invading organisms, parasites and disease threaten aquatic systems and <br />require protective measures. <br />8. Maintaining a balanced, healthy fish community is necessary to provide <br />quality angling opportunities with good quality harvest. <br />9. There has been a lack of federal involvement in a coordinated interagency <br />attempt to promote recreational fishing. <br />10. There is a need to develop a public education and outreach program about <br />fishery issues. <br />II. OVERVIE OF MANAGEMENT POLICIES ANO AUTHORITIES <br />A. RELATIONSHIP TO PLANNING DOCUMENTS <br />1. National Park Service <br />a. Resource Management Plan (RMP) (1991): Theā¢RMP documents the <br />natural and cultural resources of Glen Canyon NRA, describes and <br />evaluates the current management activities, proposes specific <br />actions, identifies deficiencies, along with recommendations, to <br />address areas of concern. <br />b. Statement for Management (1991): This document provides a current <br />inventory of the recreation area's condition, and analysis of <br />problems. The need to develop a cooperative fisheries management <br />plan is identified as a priority management objective in this <br />document. <br />4 <br />
