Regarding the compact issue, <br />GURU II members adopted the following four-step process for addressing possible conflicts <br />between Compact apportionment and endangered fish needs: <br />Step 1. Quantification of Colorado's compact apportionment on a stream-by stream basis. <br />Step 2. Interim Instream Flow Protection Possibilities. <br />Step 3. Determination of Potential Conflicts. <br />Step 4. Juniper-Cross Conversion Determination. <br />The derivation of strategies for water acquisition and their application to specific water <br />resource allocation situations in Colorado was atwo-step process. The first step was to identify <br />various strategies generically, and the second was to determine during what seasons of the year <br />each of these strategies should be applied on what rivers in Colorado. Listed below are the various <br />generic strategies identified by the group: . <br />(1) Establishment of an Absolute Junior Water Right. <br />(2) Establishment of a Interim Instream Water Right. <br />(3) Establishment of Combined Absolute and Interim Water Right. <br />(4) Acquisition of an Existing Absolute Water Right. <br />(5) Acquisition of an Existing Conditional Water Right. <br />(~ Non-federal Rights to Reservoir Storage. <br />('7J Reservoir Re-operation. <br />(8) Salvage Water. <br />At its last facilitated session in July of 1992, GURU II members determined which of the <br />
