Instead this report is <br />a working document developed by amulti-disciplinary group that expresses general views, organizes <br />issues, and offers a process for the development of cooperative solutions to the problem of the timely <br />acquisition of the water needed to recover the endangered Colorado River fishes. <br />Definition <br />Unless a more specific term is used in this report, the terms "water acquisition", "acquisition of water", <br />acquisition of an instream flow right", "protection of instream flows or flows", "flow protection or <br />instream flow protection", "protecting flows", or "legal protection of flows" refer to one or more of the <br />strategies listed in Table 3.4.2.1 of this report to be pursued in accordance with Colorado water law and <br />the procedures of the Colorado Water Conservation Board, including appropriation, acquisition and <br />conversion of existing rights and modification of federal reservoir operations. <br />
