2. The Evolution of Process <br />The process followed by GURU II in its deliberations can generally be described as a <br />facilitated policy implementation dialogue. At its outset, GURU II, working through the National <br />Fish and Wildlife Foundation in Washington D.C., solicited a proposal from the Center for the <br />Improvement of Public .Management of the University of Colorado at Denver's Graduate School of <br />Public Affairs to facilitate initial discussions. <br />Facilitated meetings of the committee began in February 1992 and concluded in July 1992. <br />A total of four plenary GURU II meetings were held during this period all of which were facilitated <br />by professionals from the Center for the Improvement of Public Management. <br />2.1.
