Consistent with CUPCA, the Department has focused the Program on <br />those ecosystems in the upper Colorado River basin that have substantial potential <br />for producing fish, wildlife and recreation benefits. <br />PROGRAM ELIGIBILITY <br />All Federal, state and local <br />government agencies, as well <br />as private groups and <br />individuals are eligible to <br />receive funding support under <br />the Program. Typically, <br />recipients have been Federal <br />natural resource agencies <br />(Fish and Wildlife Service, <br />Bureau of Land Management, <br />Forest Service, Bureau of <br />Reclamation), state fish and <br />wildlife agencies, and Indian <br />tribes. In addition, grants have <br />been awarded to non- <br />governmental conservation <br />groups such as The Nature <br />Conservancy, and to other <br />private entities. Criteria for <br />evaluating proposals and <br />ranking applications for funding <br />have been developed by the <br />CUPCAO consistent with the <br />legislative guidance for the <br />Program. See Appendix D. <br />Public lands and waters <br />receive priority consideration <br />for Program expenditures. <br />However opportunities to <br />Program purposes established by CUPCA are to: <br />implement projects with private entities that generate other types of public benefits, <br />such as public access for recreation and education are also considered. <br />
