I . INTRODUCTION <br />The overall goal of Region 6, L'. S. Fish and Wildlife Service (FWS), <br />is to recover the endangered Colorado River fishes in the Upper Colorado <br />River Basin (UCRB). Three species, the Colorado squawfish (Ptychocheilus <br />Lucius), humpback chub (Gila c~ha), and bonytail chub (Gila elegans), <br />have been listed as endangered under the Endangered Species Act of 1973. <br />The fourth species, the Razorback sucker (Xyrauchen texanus), is a <br />candidate for Federal listing under this Act. The ultimate goal of the <br />program in the UCRB is to recover and delist the three endangered species <br />and manage the razorback so it will not need the protection of the <br />Endangered Species Act (FWS 1987). <br />Two tasks necessary for recovery of the endangered fish involves <br />quantifying the amount of stream flows needed to support self-sustaining <br />populations and legally protecting such flows. A goal for the Green River <br />(part of the UCRB) is to refine the flow operation of Flaming Gorge dam <br />and consequently ensure-the continued survival and recovery of the <br />endangered fishes. At present, the draft environmental assessment of the <br />Implementation Plan to recover the endangered fishes in the L'CRB <br />constrains the sunnier releases from the dam to 2600 cfs near Jensen (RM <br />302) in an effort to increase backwater areas for juvenile squawfish <br />(mertiorandum to: Regional Planning Officer, Salt Lake City, UT from: <br />Randall Peterson, 20 OCT 1987). <br />During the 1987 field season, the Upper Colorado River Basin Instream <br />Flow Team established two Physical Habitat Simulation N~thodology <br />(PHABSIM) study sites within Segment 3 of the Green River to determine ; <br />flow needs for adult and spawning-life stages of Colorado squawfish, and <br />~~ <br />adult Razorback suckers: This report doc~mients the results of the 1987 <br />1 <br />
