As a result of recommendations made in that audit report, it is anticipated that BLM <br />will soon begin to clear a large backlog of unprocessed recommendations. <br />e. Dallas Creek Project <br />Block notice number one was issued for the Dallas Creek Project on May <br />31, 1989, covering all M&I water use. The notice involved 28,100 acre-feet of <br />water. Repayment on that notice began in 1990. Block notice number two was <br />issued on March 21, 1990. The notice included all irrigation waters for the project, <br />involving 11,200 acre-feet. The notice was issued to Tri-County Water Conser- <br />vancy District. The first payment under the repayment contract was made in <br />February 1993 and will continue until February 2042. <br />Rock and gravel scour has resulted in damage to the floor of the river outlet <br />works at Ridgway Reservoir, Repairs were planned for fiscal years 1997 and 1 998 <br />with the work to be accomplished in two stages. The first contract, to extend the <br />bypass pipe in the outlet works beyond the stilling basin, was awarded to Nordic <br />Industries of Marysville, California. Construction was completed in March 1997. <br />A second contract, to repair the concrete in the outlet works stilling basin, was <br />awarded to Nielsons, Inc., of Cortez, Colorado, and construction was completed in <br />February 1998. Recreation development at Ridgway Reservoir was officially <br />completed on September 30, 1995. Total cost of the recreation facilities exceeded <br />$21 million. <br />f. Smith Fork Project <br />All major construction for rehabilitation of existing recreation facilities at <br />Crawford Reservoir was completed in fiscal year 1997. Rehabilitation included <br />water, sewer, electric, and road upgrades; campground expansion and modification; <br />and construction of a maintenance building. A fishing site that is accessible to <br />persons with disabilities will be completed by the fall of 1998. <br />g. Silt Project <br />The appropriate NEPA document for the rehabilitation of recreation facilities <br />and associated infrastructure at Rifte Gap Reservoir will be prepared in fiscal year <br />1999. <br />h. Paonia Project <br />Even though the rehabilitation effort for major recreation facilities at Paonia <br />is not scheduled to begin until approximately 2005, it was decided to purchase four <br />vault toilets for the reservoir area in addition to the ones purchased for Crawford <br />Reservoir. This resulted in a per unit cost savings to the government. One of the <br />four toilets will be made accessible to persons with disabilities. <br />2. Colorado and New Mexico <br />a. Animas-La Plata Project <br />A Final Supplement to the Final Environmental Statement (FSFES) was <br />completed and filed with the EPA in April 1996. No ROD was issued.
