PROBLEMS ~I RECOMMENDATIONS <br />• Withdrawing the currently-pending proposal to adopt weakening amendments to existing <br />Park Service regulations that control the use of park waters for mining. <br />• Withdrawing the currently-pending proposal to redefine "valid existing" coal mining rights <br />that could increase coal mining in national parks and other reserves. <br />10 <br />Inholding Development: Clarify that the Park Service has authority to regulate activities on <br />private, state and native inholdings within parks to the extent necessary to avoid impairment of <br />park waters. <br />• Promulgate regulations to prevent any activity on private, state or native inholdings that <br />could impair park waters. <br />11 <br />Acid Rain: Reduce acid rain damage to park waters by: <br />^ Within two years, reappraising the adequacy of the acid rain program enacted in 1990. <br />^ Providing incentives to clean up acid-forming emissions, and prohibiting increased emis- <br />sions, in areas where cumulative emissions from a concentration of sources have caused <br />adverse impacts to park waters by acid deposition. <br />~ Taking steps to preclude emission increases from new or expanded sources in areas where <br />parks are already experiencing significant acid deposition, or where park waters are <br />already sensitive to acid deposition, by requiring denial of new source permits or the trans- <br />fer of emission credits. <br />12 <br />Inadequate Water Quality Enforcement: Strengthen implementation and enforcement of <br />federal and state water quality programs by: <br />^ Enhancing funding for federal and state water quality programs. <br />^ Amending the Clean Water Act to allocate a major portion of the costs of implementing <br />and enforcing clean water programs to parties that are responsible for or benefit from dis- <br />pensing or disposing of pollutants in a manner that reaches or affects ground or surface <br />waters. <br />^ Establishing a research program to develop alternatives to the use of pollutants in agricul- <br />tural, industrial, domestic and other activities. <br />^ Creating economic or regulatory incentives for the adoption of non-polluting practices by <br />agriculture, industry and individuals. <br />14 <br />
