a flow recommendation, fine-tunes the
current New England ABF policy, actually
increasing flow recommendations in some
areas, while reducing them in others. The
method is relatively simple to apply, closely
approximates unregulated August median
flow, is statistically based, and is very re-
liable for optimizing water resources for
both aquatic habitat and man-made devel-
opment.
Future refinements to this method may
be possible through further study of the
various individual interior and coastal
subregions identified in this study. With
more data, it may be possible to further
differentiate individual cfsm values for
each of these regions and develop even
finer hydrologic classes for policy use.
ACKNOWLEDGMENTS
This study was an interdisciplinary effort, and
could not have succeeded without professional in-
put from hydrologists, statisticians, aquatic biol-
ogists, and resource managers. I thank Michael
Schimpff for his useful criticism and sources of
hydrologic and climatic data, and William Bartlett
of the USGS for his review, criticism, and insights
into New England streamflow characteristics. Rob-
ert Scheirer and Gordon Russell of the U.S. Fish
and Wildlife Service provided invaluable insights
into the development of the ABF policy. Tom Shy-
ka relentlessly compiled much of the data from
the USGS basin data files. I am indebted to Charles
F. Ritzi, John Slagle, William Perry, and Peter Wil-
liams for editorial and statistical review, and to
Carol Dutting and Glenda Stewart for patiently
revising the manuscript.
REFERENCES
Bovee, K.
