1 <br />April, 1998 <br />• CWCB will prepare a draft summary report with operator reports, Division 5 accounting and Service <br />monitoring report as attachments. <br />' • Committee will review report and approve its submittal to the Recovery Programs <br />Management Committee and for general distribution. <br />• CWCB will distribute report to interested parties on behalf of the Committee. <br />• Reclamation will arrange for a meeting location in Glenwood. Purpose: Review coordinated <br />operations, accounting and monitoring report with public. <br />Reclamation will prepare a short press release and mail out public announcements 2 weeks in advance <br />of meeting. <br />• Each operator will explain their operations and how they differed from normal operations if at all, the <br />Division 5 Engineer will indicate the estimated cumulative impact of coordinated operations on the <br />hydrograph and provide appropriate water right accounting, the Service will report on endangered <br />fish and critical habitat monitoring- <br />• The public will provide comments. <br />Issues, concerns, problems that occurred and potential fixes will be discussed. <br />• Discuss whether next meeting should be in January or April. <br />• Repeat Process with or without January meetings. <br />Coordination Process Description <br />Establishment of Coordination Committee <br />A Coordination Committee has been established to provide a forum to consider and plan for the <br />annual coordination of reservoir operations. The committee is currently composed of <br />representatives from each of the participating reservoir owner/operators, the Recovery Program, <br />Fish and Wildlife Service, National Weather Service, Bureau of Reclamation, Colorado Water <br />Conservation Board, Colorado Division of Wildlife and the Colorado Division of Water <br />Resources -- Division 5 Engineer's Office. As other entities that may contribute to the process <br />are identified, they may be added to the committee. The following five steps have been <br />identified as key elements for implementation of the Coordinated Reservoirs Program. <br />1. Characterization of Run-off Year <br />Each April, following receipt of projected hydrologic data from the National Weather Service <br />(NWS), the coordinating committee will determine if the predicted peak flow in the coming <br />runoff season will be within the range of flows (12,900 cfs to 26,600 cfs) in which coordination <br />of reservoir operations could contribute to peak enhancement and improved conditions for <br />endangered fish. In years that peaks could be enhanced the participating entities will continue <br />the process of coordination as follows: <br />2. Development of Initial Annual Operating Plans <br />Once the estimated discharge and period of peak flow is determined by the coordinating <br />committee on the basis of NWS projections, participating reservoir operators will develop two <br />Annual Operating Plans (AOPs) for their facilities. The first plan would project reservoir <br />operations with no consideration for peak flow enhancement (Conventional AOP). The second <br />would give consideration to enhancing spring peak flows (Enhanced AOP).
