Spring runoff into Reclamation reservoirs, <br />even though lower in 1986 than in the <br />past 3 years, was above normal. Runoff <br />into Lake Powell was 153 percent of nor- <br />mal. Percentages in other areas were <br />Flaming Gorge, 180; Wayne N. Aspinall, <br />146; Navajo, 137; and Seedskadee, 167. <br />Spring runoff into Fontenelle Dam on the <br />Seedskadee Project was the highest <br />since 1918. River-bourne debris partially <br />clogged the trashracks of the outlet <br />tubes, raising the level of the reservoir 50 <br />feet higher than planned. The outlet <br />works were closed temporarily while <br />divers, working from a barge, removed <br />the debris from the trashracks. Water <br />delivery to nearby communities was <br />uninterrupted. <br />Several Bonneville Unit features of the <br />Central Utah Project began delivering <br />water during the year. These were Vat <br />Diversion Dam, West Fork Pipeline and <br />Jordan Aqueduct. On May 16, 1987, the <br />first CUP water was delivered via an <br />exchange. <br />In addition to this water delivery, two <br />CUP repayment contracts and three com- <br />panion documents were signed that same <br />day. One was among the Salt Lake <br />County Water Conservancy District and <br />the Metropolitan Water Conservancy Dis- <br />trict of Salt Lake City and the Bureau of <br />Reclamation. These documents helped to <br />complete the repayment package for the <br />Bonneville Unit. A check for $350,000 <br />was presented to Commissioner C. Dale <br />Duvall by the District as its first annual <br />repayment for the Jordan Aqueduct. <br />Placement of roller compacted concrete <br />at Upper Stillwater Dam began in early <br />September. Winter shutdown occurred in <br />November and ended in March. <br />This roller compacted concrete process <br />is attracting both national and world wide <br />attention. Portland Cement Company took <br />175 people to the construction site. Two <br />large groups of Japanese engineers <br />viewed the activities. Several reporters <br />found the work interesting. Engineering <br />News Record sent a reporter to the site <br />in both early spring and late summer to <br />do stories. Other Federal, State, and local <br />officials visited during the construction <br />season. <br /> <br />Embankment on Ridgway Dam, Dallas Creek Project, ''lops out'' <br />On the Dolores Project, recreation facili- <br />ties at McPhee Dam and Reservoir were <br />dedicated May 24, 1986. The ceremony <br />at the McPhee Recreation Complex was <br />sponsored jointly by Reclamation and the <br />U.S. Forest Service. The principal speaker <br />was C. Dale Duvall, Reclamation Com- <br />missioner. Other participants were Upper <br />Colorado Regional Director Clifford <br />Barrett; Ernest House, Chairman of the <br />Ute Mountain Ute Indian Tribe; Bruce <br />McAfee, President of the Dolores Water <br />Conservancy District; and Don Foth, <br />Rocky Mountain Regional Forester. <br />The new recreation area waters will be <br />stocked with game fish, and will become, <br />with its scenic beauty, one of the most <br />attractive recreation spots in the Four <br />Corners Area. <br />The final load of fill material was placed <br />on Ridgway Dam embankment July 23, <br />1986. Located about 6 miles north of <br />Ridgway, Colorado, on the Uncompahgre <br />River, the dam contains approximately 10 <br />million cubic yards of zoned earthfill, rises <br />227 feet above the streambed and has a <br />crest length of 2,430 feet. Work on the <br />river outlet works and instrumentation will <br />continue and plans for a powerplant are <br />being formulated. The lake will begin to <br />'w h <br />it 4_?- <br /> <br /> <br /> <br /> <br />Pontoon boats push barge toward inlet gates at Fontenelle <br />Dam so Cross International Divers can remove collected <br />trash rack debris <br />fill in early 1987 and plans include a dedi- <br />cation ceremony in the summer of 1987. <br />A fire in the Blue Mesa Powerplant of the <br />Wayne N. Aspinall Unit on March 24 <br />temporarily disabled the powerplant. An <br />electrical fault in an overhead crane <br />caused a fire in a station service board <br />that was providing local power to the <br />plant. Power production was diverted to <br />other units of the Colorado River Storage <br />Project. One of the two generators was <br />back in service within a week. <br />2
