conditions and the availability of <br />better information. <br />In short, the Forum is concerned <br />with the implementation plan <br />progress, the numeric criteria, and <br />whether the standards will be met <br />or maintained. <br />The Forum's Work Group is the <br />technical arm of the Forum. The <br />Work Group consists of at least one <br />representative from each of the <br />Basin States, who may or may not <br />be a member of the Forum. The <br />basic function of the Work Group is <br />to provide technical review and <br />analysis for the Forum, the policy- <br />making group. The Work Group <br />also serves the Advisory Council in <br />the capacity of an informal technical <br />review and study team. <br />The Advisory Council (estab- <br />lished by Public Law 93-320) <br />receives reports from all Federal <br />agencies on salinity control activities <br />and prepares an annual report <br />which makes recommendations to <br />the Secretaries of the Departments <br />of the Interior and Agriculture and <br />to the Administrator of the EPA. <br />The report addresses all matters <br />relating to the efficient and timely <br />planning and execution of salinity <br />control measures and procedures <br />specified in Public Law 93-320, <br />Title II, as amended. The Advisory <br />Council also makes recommenda- <br />tions covering the budget and other <br />aspects of the program. <br />1984, and 1987 Forum reports, <br />includes the Federal salinity control <br />units discussed in another section of <br />this document. The plan also <br />includes effluent limitations or <br />NPDES Permits for industrial point <br />source discharges with the objective <br />of no salt return whenever <br />practicable. <br />In 1977, the Forum adopted the <br />"Policy for Implementation of <br />Colorado River Salinity Standards <br />Through the NPDES Permit <br />Program." This policy, adopted by <br />all of the Basin States, provides <br />guidance in applying the salinity <br />standards through the NPDES <br />permitting authority in regulating <br />municipal and industrial point <br />source discharges. <br />In September 1980, the Forum <br />adopted a "Policy for the Use of <br />Brackish and/or Saline Waters for <br />Industrial Purposes" where it is <br />environmentally sound and <br />economically feasible and where its <br />use would not significantly increase <br />consumptive use of Colorado River <br />system water. Further, the use of <br />brackish waters for industrial <br />purposes is another way to reduce <br />salt contributions to the river system. <br />Mr. Jack A. Barnett, Executive <br />Director of the Forum, provides a <br />focal point of contact for the Forum <br />in dealing with salinity problems of <br />interstate significance. <br />The plan of implementation, as <br />set forth in the 1975, 1978, 1981,
