• Deauthorization of the Crystal <br />Geyser Unit initially authorized <br />for construction under Public <br />Law 93-320. <br />In addition, the Secretary of the <br />Interior was directed to do advance <br />planning studies on Sinbad Valley, a <br />Bureau of Land Management (BLM) <br />project. <br />Basin States and Federal <br />Agencies Coordination <br />An issue as complex as salinity <br />control affects many people. <br />Various governmental entities have <br />capabilities that can be combined to <br />most effectively implement control <br />measures. In addition, public <br />participation plays a key role in <br />salinity control. <br />At the State level, all seven <br />Colorado River Basin States <br />(Colorado, Utah, Wyoming, <br />Arizona, New Mexico, California, <br />and Nevada) have joined efforts to <br />adopt standards and to implement a <br />plan to meet those standards while <br />water supplies continue to be <br />developed. <br />To accomplish needed <br />coordination, the Governors of each <br />of the Basin States appointed <br />representatives to the Forum and <br />the Colorado River Basin Salinity <br />Control Advisory Council (Council). <br />These groups coordinate State <br />actions and advise the Federal <br />Government of the State views on <br />issues affecting the salinity <br />standards and ways to meet those <br />standards. These groups were <br />established pursuant to Public Laws <br />92-500 and 93-320, respectively. <br />At the Federal level, salinity <br />control requires coordination efforts <br />of the Department of the Interior, <br />including Fish and Wildlife Service <br />(FWS), Geological Survey (USGS), <br />BLM, and Reclamation; the <br />Environmental Protection Agency <br />(EPA); and the Department of <br />Agriculture (USDA), including Soil <br />Conservation Service (SCS), <br />Agricultural Stabilization and <br />Conservation Service (ASCS), <br />Agricultural Research Service <br />(ARS), Cooperative State Research <br />Service (CSRS), and Extension <br />Service (ES). <br />The capabilities of the Federal <br />agencies are coordinated through an <br />Interagency Salinity Control <br />Committee. Its purposes include <br />coordination of management of <br />irrigated agriculture, research and <br />implementation of off-farm and <br />onfarm improvements, and <br />implementation of selected point <br />and nonpoint control measures. <br />Coordination between USDA <br />and Reclamation is enhanced <br />through the activities of an <br />SCS/Reclamation Technical Policy <br />Coordination Committee and the <br />combined office for the USDA Basin <br />Coordinator for Salinity Control and <br />Reclamation's Salinity Program <br />Coordinator. <br />Interagency coordination within <br />USDA is maintained through a
