This type of aquatic habitat is predominant in the <br />western two-thirds of the Yampa basin and typify the Lower Yampa, Lower Little Snake, Vermillion, and Green River hydrounits <br />wherein the mainstem Yampa and Green rivers comprise the only perennial aquatic habitat and the majority of the smaller streams <br />are wet and flowing only during the spring and early summer runoff periods. <br />Guidance from DOW policies, regulations & plans <br />1) Long Range this plan is founded on a series of management principles approved by the Colorado Wildlife Commission in <br />January 1991. The following Plan goals are particularly influential as guidance for this basin management plan: <br />Goal 1: lead statewide efforts involving federal, state, county and local governments, private landowners and other <br />organizations to define and identify high-priority habitats in the state. <br />Goal 5: protect wildlife species that may be at risk of becoming threatened or endangered. <br />Goal 7: cooperate with federal, state, county and local government agencies, private landowners and other organizations <br />in the timely development and implementation of recovery plans for high priority species. <br />Goal 12: by providing a diversity of fishing opportunities, increase participation in fishing as the state's population grows <br />and simultaneously increase the level of angler satisfaction. <br />Goal 12.1: protect and improve high-priority aquatic habitats. <br />Goal 15: evaluate the need for specific management plans in the context of ecosystem management principles, and as <br />necessary develop and implement these plans. <br />Goal 22: develop outreach programs to ensure the involvement of all potentially affected interests and as many people <br />representing the broadest range of viewpoints as possible. <br />DRAFT - January 13, 1998 7
