A good deal of frustration has been occurring over <br />the past few years by the lack of constant progress. <br />The Council also again voiced to the cooperating <br />agencies present their concern that recovery plans for the <br />"big river" fish species, and some others, had not been <br />reviewed and brought up-to-date. This is much needed due to <br />ongoing accomplishments on the ground and to the increase in <br />knowledge since these plans were written several years ago. <br />Ms. Starnes indicated to the Council that the Regional <br />Directors of FWS regions 2 and 6 have been holding <br />discussions on a more or less regular basis dealing with <br />these issues and how best to handle these needs which have <br />been advanced by the Council and recovery teams and others. <br />Council discussion turned to the further need to <br />develop some kind of a basin strategic plan which would <br />address a complete basin approach to what will be a number <br />of species recovery plans up and down the basin. This need <br />has been, and was again at this time, communicated to the <br />FWS. How well the FWS has received and understands the <br />subject has never been communicated back to the Council or <br />the Recovery Teams. The CRFWC has advocated such an <br />approach to maintain integrity of the ecosystems, and also <br />to conserve financial and other resources needed to <br />implement actions toward final recovery. A lot of the <br />reluctance for the concept seems to boil down to turf <br />battles. Such an approach would look at all T&E species but <br />also other species and habitats up and down the entire river <br />system, both aquatic and otherwise, and could provide for <br />some kind of "step-down plan" that would shift actions back <br />and forth to species and habitats depending on <br />accomplishments that had been made to other species and <br />habitats. <br />The Council thereupon requested Jon Sjoberg draft a <br />letter for John Mumma covering these points discussed at <br />this meeting and forward to the secretary who will work with <br />Mumma to finalize and distribute.
