Section 1.0 <br />Introduction and Background <br />this second series of meetings was to solicit comments from the public on the scope of <br />specific shortage guidelines and other coordinated reservoir management strategies and <br />the issues and alternatives that should be considered and analyzed in the EIS. A <br />discussion of the Public Scoping Meetings is provided in Section 2.0. <br />1.6 Organization of This Report <br />This report includes an introduction and background discussion (Section 1), an overview <br />of the public participation and scoping process (Section 2), an overview of the method <br />used to catalog, review and evaluate the comments received (Section 3), a summary of <br />the number and nature of comments received (Section 4), a listing and discussion of the <br />issues that were raised by certain comments that were determined to be beyond the <br />proposed scope of the environmental assessment required for the proposed Action <br />(Section 5), and a section that describes the proposed scope of the EIS (Section 6). <br />As noted in Section 1.5, Reclamation conducted two series of public meetings for this <br />project. The results of and public input received in the initial series of meetings are <br />summarized in a memorandum dated September 7, 2005, a copy of which is provided in <br />Appendix D. <br />Further, the comments and issues raised in the initial series of public meetings are <br />considered, evaluated, and analyzed jointly with the comments received in the second <br />series of meetings. The results of the preliminary evaluation of all of the comments <br />received are discussed in Section 4. Reclamation will consider the input received to date <br />as it prepares this EIS. <br />This report also provides the following supporting information, included as appendices to <br />this report: <br />A.
