Jim's practice concentrates on Colorado water rights, <br />interstate and international water matters, public lands and natural resources, state and <br />federal public policy, zoning, land use and real estate development. Jim has represented <br />the State of Colorado for 15 years concerning interstate Colorado River matters, recently <br />focusing on the development of California's "4.4 Plan" and the Department of the <br />Interior's interim surplus guidelines. <br />From 1994-1998 Jim was the Executive Director of the Colorado Department of Natural <br />Resources under Governor Romer. As the Executive Director of DNR, Jim negotiated <br />interstate basinwide endangered species recovery programs on both the Colorado and <br />Platte Rivers. <br />Jim earned his B.A. from the University of Colorado and his J.D. from the University of <br />Colorado School of Law. <br /> <br /> <br /> <br />t
