ISSUES AND peRMITS. <br /> <br />Technical and biological issues have been raised which may affect the site ev,aluation and <br />design process and must be considered as the site selection is made and the design of the <br />recovery facility is completed. These issues are briefly described below. An expanded <br />description of these issues can be found in the full text of this study. <br /> <br />Issues <br /> <br />. <br /> <br />. The need for a recovery and/or research facility for the recovery of the endangered <br />fishes; <br />. The need and level of production for augmentation and for research; <br />. The role of the recovery facility for broodstock holding or refugia; <br />. Determination of the numbers of genetically individual sub-populations for each <br />species; <br />. Use and mix of intensive and extensive fish culture techniques; <br />. Type of hatchery water supply and the impact on fish growth, health, genetics, <br />imprinting, survivability in the wild, and hatchery capital and operation costs; <br />. Hatchery location and proximity to native habitats; <br />. Role of the proposed hatchery and research facility in the overall recovery program; <br />. Responsibility for construction of the hatchery and research facility; <br />. Responsibility for operation of the hatchery and research facility; <br /> <br />Permits <br /> <br />In siting and constructing a hatchery or the complete recovery facility, a number of permits <br />from federal, state and local agencies will be required. Given that the current scope of the <br />study is for a conceptual design and is not based on a specific site, it is not possible to <br />determine the specific permits which would be required for a specific site. The following <br />are descriptions of permits which could possibly be required and should be evaluated for <br />compliance as necessary. <br /> <br />. Environmental Assessment <br />.
