0 <br />. q. Mitigation --Sponsor Compliance: <br />-9- <br />The issue of sponsor compliance on mitigation plans for development projects <br />along the river continues to generate a great amount of concern and <br />frustration, not only within the Council but within and between various state- <br />federal agencies. The Technical Committee is in the position to supply <br />. specifics and detailed information for Council use. The Technical Committee <br />feels strongly that the Council, the Technical and federal agencies must spend <br />a lot of time and make some real headway on dealing with shortfalls in <br />mitigation if we are to solve the problem. Mitigation standards on similar <br />types of projects often differ widely and there seems to be a need for <br />standard mitigation procedures. A great deal of concern and urgency is felt <br />. because of the continuing apparent unconcern that promised mitigation money is <br />not available for projects and yet new projects are continually being <br />started. It appears that there is more Council attention needed to ask <br />specific questions of those federal agencies and the overlying budgeting <br />agencies of the federal government. <br />r. Status of Fish and Wildlife Re ources: <br />After considerable discussion throughout two years, the Technical Committee is <br />coming closer to the position that the Council must concern itself with a <br />balance sheet of status of fish and wildlife resources to determine if we are <br />gaining, losing or if the rate of either is changing. The wildlife resources <br />and related cottonwood-willow habitat communities have drastically declined. <br />Wildlife communities have certainly changed during this last decade and the <br />last half of this century. <br />S. Wallop-Brea Trust Fund: <br />Technical Committee continues to receive information on the use by various <br />states of Wallop-Breaux trust fund monies. States continue to keep each other <br />informed of projects utilizing these funds.
