<br />I. CALL TO ORDER <br />Acting Chairman Doug Day called the Annual Meeting of the Colorado <br />River Wildlife Council to order at 1:00 p.m., April 4, 1983. <br />A. Introduction of delegates and guests. <br />Guests and delegates were introduced. Complete attendance.for all <br />or part of the sessions is listed in Exhibit A. <br />B. Roll call of voting delegates <br />Arizona - Bud Bristow <br />California - Fred A. Worthley, Jr. <br />Colorado - Jack Grieb <br />New Mexico - Dick McClesky <br />Nevada - Wm. A. Molini <br />Utah - Douglas F. Day <br />Wyoming - Joe White <br />C. Introduction of Resolutions Committee <br />In the absence of volunteers, Doug Day appointed the following: <br />Fred Worthley, Chairman, and Bud Bristow, Jack Grieb, Dick McClesky <br />and Rod Stone to assist. <br />II. APPROVAL OF 1982 MINUTES <br />Jack Grieb moved that the minutes of the 1982 meeting be approved <br />as submitted. Fred Worthley seconded, and the motion carried unanimously. <br />III. OLD BUSINESS <br />A. Report of the Technical Committee <br />The report of the Technical Committee was presented by Chairman <br />Worthley, California Minutes of the meeting, (without attachments) <br />held February 10, 1983, are attached as Exhibit B. <br />Interstate Boundary Waters - Bill Parsons, Nevada, chaired this com- <br />mittee and Fred asked that he review the issues for the full Council. The <br />report indicated the Upper Basin States did not have the problems that <br />were being encountered in the Lower Basin. <br />Bill reported the Committee had reviewed the report of problems of <br />non-uniformity and found that the reciprocal fishing license agreements <br />among the three Lower Basin states have been an effective tool to bring <br />together the regulations, particularly at the staff level and when the <br />commissions set their annual seasons. Regulations important to.the man- <br />agement of wildlife on the boundary waters, outside the scope of the <br />agreements could be handled in a similar manner. Legislation may be needed
