TROPEZ HOTEL <br />LAS VEGAS, NEVADA <br />The annual meeting of the Colorado River Fish & <br />Wildlife Council (CRFWC) was called to order at 1:00 p.m. by <br />Chairman William Molini. <br />The roll of attendees is included as Appendix "A". <br />FISH AND WILDLIFE SERVICE STRATEGIC PLAN <br />Mr. Rowen Gould, U.S. Fish & Wildlife Service (FWS), <br />Washington, D.C., provided the report for Mr. Gary Edwards, <br />who was not able to attend because of budget discussions <br />which had suddenly arisen. President Clinton just signed a <br />new executive order regarding recreational fishing which is <br />the first recognition of the FWS role in recreational <br />fishing for a long time. The executive order has two <br />primary points: <br />(1) A statement to the service clearly creating <br />balance between recreational fishing and responsibilities <br />under the Threatened and Endangered Species Act. In <br />February the FWS distributed a draft statement of their plan <br />to meet this objective. From the comments received, the <br />service has provided another draft which is now in the FWS <br />director's office. Mr. Gould felt that recreational fishing <br />1 people would be pleased with the document, but it has been a <br />very difficult year trying to achieve a policy with the <br />balance that the executive order required. <br />' (2) A requirement for a conservation plan dictating <br />that the seven Department of Interior agencies complete a <br />conservation plan for recreational fishing. Currently, <br />draft #15 is being circulated to Department of Interior <br />agencies for final approval.
