e <br />th <br />e <br />There was also discussion on chairman selection and how <br />Council could continually be in contact and apprised of <br />progress and activities. There was some discussion about <br />inclusion of fish culturists and the role of fish culture <br />stations, as well as the tremendous job of identifying the <br />pathological status and effects on free ranging populations. <br />The group came to the consensus that culture situations are <br />very important in addition to natural situations; however, <br />that a major portion of the activities must be with free <br />ranging populations. The FWS has identified free ranging <br />populations as the future objective in their own fish health <br />program and FWS pathologists have been very interested about <br />moving into that arena. I <br />Arizona moved that the Council accept the report of the <br />fish disease group and that: (1) the Council formally form a <br />fish disease committee; (2) that a fish health administrator <br />be named as Council liaison--to meet in all meetings with <br />the committee and continually keep the Council abreast of <br />the discussions and findings of the committee through <br />written minutes or other communication with the Council's <br />secretary; and (3) that the FWS be made a voting member of <br />the committee and that the committee chairman be elected <br />from the membership of the committee. The motion was <br />seconded by Colorado. Based on discussion by the group, the <br />motion was amended to, in addition: (4) provide for the <br />committee as an ad-hoc committee for the term of three years <br />and then, based on the scoping and degree of need and <br />direction of the committee, this issue would be revisited <br />(1999); and (5) that the State Departments of <br />Agriculture from those states in which the Agriculture <br />Department has some regulatory authority on fish health and <br />in the other states that so desired, be invited to sit on <br />the committee in ad-hoc status. The motion passed <br />unanimously. The Council agreed, upon the invitation of <br />Eddy Kochman (CO), to appoint Larry Harris as the council <br />liaison, requesting him to act to set up an organizational <br />meeting as soon as possible and as many meetings as were <br />required to meet the objectives and assignments of the <br />Council. Eddy Kochman invited the meeting and future <br />meetings of the committee to be held in Colorado. Larry <br />Harris would provide the necessary services as host. <br />STATUS OF THE COLORADO RIVER CUTTHROAT TROUT <br />CONSERVATION PROGRAM <br />The report on Colorado River Cutthroat Conservation <br />Plan was given by Mr. Tom Nesler (CO). He directed his <br />remarks around the report, which had previously been mailed <br />to Council members, of the plan and agreement of the three <br />state participants (Appendix "F"). The states are involved <br />in over 300 separate populations of Colorado cutthroat which <br />16 , <br />
