0 <br />DRAFT <br />Mileposts for Program development and interim conservation initiative implementation, as <br />w <br />well as funding, will be agreed upon by the signatories on an annual basis, commencing with <br />the signing of this MOA. Mileposts are intended both to show progress toward development <br />and implementation of a habitat and species conservation program, and to provide sufficient <br />0 interim benefit for this MOA to serve as the reasonable and prudent measures and <br />0 <br />0 <br />alternatives, and conservation recommendations for Section 7 consultations in the Program <br />area during the three-year period. The first task following signing of this MOA will be to <br />agree upon Program development mileposts. The parties will complete this task within three <br />(3) months. <br />IV. EFFECT ON PROJECTS AND ACTIVITIES SUBJECT TO CONSULTATION <br />0 DURING THE TERM OF THIS MOA <br />0 Projects, programs, and activities within the Program planning area are now or may be <br />subject to Section 7 consultation under the Actin the future. During the term of this MOA, <br />the Service will consider this MOA as the interim reasonable and prudent measure(s) and <br />10 alternative(s) and conservation recommendations for biological opinions on included species <br />within the Program planning area as long as sufficient progress is being made. With the <br />federal action agency's concurrence, the Service shall provide signatories to this MOA both <br />an opportunity to comment on all draft biological opinions issued within the Program <br />0 <br />planning area, and copies of final opinions. Upon implementation, the Program will serve as <br />5 <br />APPENDIX D
