ORIC21NAL <br />Cooperative Agreement. <br />No. 4-FC-30-00270 <br />Between <br />Bureau of Reclamation <br />and <br />Grand Canyon Trust <br />for <br />Development of a <br />Colorado River Basin Water Management Strategy <br />This Cooperative Agreement between the Bureau of Reclamation, hereinafter <br />referred to as "Reclamation," and the Grand Canyon Trust, hereinafter referred <br />to as "Trust.," has been entered inlu pur•sudnt to:'the Reclamation Act or June <br />17, 1902, (43 USC 391 et.seq.); and the National Historic Preservation Act of <br />1966, as amended. <br />Several project specific Acts relating to the management of the Colorado River <br />also have authorities and purposes that are in part.applicable to this <br />agreement including but not limited to: the Colorado River Basin Protect Act <br />of 1968 (Pub. L.90-537; 82 Stat 885), as amended and supplemented, the Boulder <br />Canyon Project Act of 1928 (45 stat 1057), the Colorado River Storage Project <br />Act of 1956 (70 Stat 105), and the Colorado River Basin Salinity Control Act <br />of 1974 (Public Law 93-320, 88 stat. 266). <br />Finally regulatory and coordination acts including the Endangered Species Act <br />of 1973, as- amended (16 USC 1531 et. seq.), the Federal Water Projects <br />Recreation Act of 1965 (Pub. L. 89-72; 79 Stat 213),,..and the Fish and Wildlife <br />0 Coordination Act of 1958, (16 USC 661-664), provide additional authority for <br />management actions that are considered under this agreement. <br />I. PURPOSE: <br />The purpose of this agreement is to enter into a cooperative, cost-sharing (funds <br />and/or in-kind services) stWy to develop strategies and recommendations that can <br />be used in developing and making, decisions that augment and improve comprehensive <br />management of the Colorado River Basin rasnurras. Theso rasourca areas include <br />but are nit limited to water, fish and wildlife, power, cultural resources, and <br />recreation. The study will include analysis and provide recommendations on the <br />following topics: water development and management, water marketing, <br />environmental protection, conservation and enhancement, salinity control, Native <br />American water rights and trust assets, reservoir and river operation, power <br />marketing, recreation development and management, endangered species, and drought <br />and.contingency planning. <br />This study will provide information and recommendations that will assist <br />Reclamation and Department of the Interior in developing and implementing actions <br />and programs that are responsive to contemporary and potential. future public <br />needs which center on management actions that concern protection, conservation, <br />restoration and consumptive use of Colorado River Resources. Work under this <br />agreement will provide results that support an ecosystem and Colorado River basin <br />approach to managing public resources. <br />0 APPENDIX C
