<br />Economic/Demographic Profiles <br />In addition to the interactive portion of this study, the Grand Canyon Trust <br />will complete an independent analysis of the economic and demographic structure <br />of three subregions within the Colorado River basin to construct a contemporary <br />profile of the public constituency of the area. These analyses will provide <br />information to Reclamation valuable in its role of managing basin resources. <br />The first analysis will examine the economy and demography of the upper <br />basin of the Colorado River. The basin defines a 53 county physiographic island of <br />over 125 million acres in northern Arizona, northwestern New Mexico, western <br />Colorado, central and southern Utah, and southwestern Wyoming representing the <br />drainage of the Green and upper Colorado River. Data will be gathered from the <br />Census Bureau, Bureau of Economic Affairs, Bureau of Labor Statistics, and state <br />economic agencies, among others. This data will be aggregated and organized onto <br />b computer software designed for this analysis. The Trust will perform statistical and <br />trend analysis on the data, produce graphic and tabular outputs, and interpret and <br />analyze the outputs. The second analysis will target the Colorado Plateau, a 31 <br />county subset of the upper Colorado River basin, using the same approach and data <br />sources as described above. Finally, an intensive subregional analysis of the greater <br />Grand Canyon region will allow researchers to go beyond the county level data <br />analyzed in the first two parts as well as groundtruth and verify the trends and <br />conclusions that emerge from the broader profiles. This analysis will provide a <br />much greater, in-depth analysis of the economy of the subregion and its economic <br />and environmental linkages. <br />Final Economic/Demographic Profile reports July 19% <br />Final Rewrt <br />At the conclusion of the facilitated discussions and the economic /demographic <br />analyses, the Grand Canyon Trust will prepare a final report summarizing strategies and <br />recommendations to assist Reclamation and the Department of Interior in meeting <br />present and future water resource needs of the entire Colorado River basin. The report <br />will address management options, administrative options, and legislative options that <br />can be used in developing and making decisions that augment and improve <br />comprehensive management of Colorado River basin resources. <br />Resource areas to be considered will include, but not be limited to, water, fish and <br />wildlife, power, cultural resources, and recreation. The report will include, but not be <br />limited to, analysis and recommendations on the following topics: water development <br />and management, water marketing, environmental protection, conservation and <br />6 enhancement, salinity control, Native American water rights and trust assets, reservoir <br />and river operation, power marketing, recreation development and management, <br />endangered species, and drought and contingency planning. <br />Final Strategies and Recommendations report September 19% 4/1/95 <br />0 <br />b APPENDIX C
