To distribute the Feder~l benefits <br />I <br />I <br />somewhat more evenly, the Act also authorized one I project in <br />I <br /> <br />Utah and the Animas-LaPlata, Dolores, Dallas breek, West <br />I <br />I <br /> <br />Divide and San Miguel projects in Colorado at a <br /> <br /> <br />$360 <br /> <br />million. 43 U.S.C. ~620 (1976). The Secretary <br /> <br />s instruc- <br /> <br />ted to proceed "as nearly as practicable ... oncurrently <br />wi th the construction of the Central Arizona P oject" and <br />these five Upper Basin projects and to have them completed no <br />later than the completion of the CAP. 43 U.S.C. i620a-1 <br />(1976). Certain administrative concessions were also <br />accorded to the Upper Basin by the Act. The Se retary was <br />directed to calculate and report upon the benefic'al uses of <br />River water in each state, includinq the water of <br />tributaries. 43 U.S.C. AI551(b). He was also required to <br />devise criteria for the storaqe of water in Lak Powell so <br />that the Upper Basin's Mexican Treaty and <br />delivery obliqations could be performed without im airment of <br />its annual consumptive uses sanctioned by the C mpact. 43 <br />U.S.C. Section 1552(a) (3). The same provision of the Act <br /> <br /> <br /> <br />mandates that the Secretary release from Lake Powell for <br />certain purposes the water which is not required t be stored <br />accordinq to the criteria; but, except to avoid nticipated <br />spills from Lake Powell, no such releases are to ccur "when <br /> <br />l <br />the active storage in Lake Powell is less than the active <br />storaqe in Lake Mead." ~ 36 <br />F.
