<br />the Colorado river, to take a fresh look to see whether this <br />bountiful, natural asset can be allocated in an innovative way that <br />benefits all and injures none. Indeed, the rulings in Swerhasy <br />requires us to reach out in the spirit of even-handedness to help any <br />water user on the Colorado River whose citizens are suffering a <br />shortage of supply. The tribes have been informed that at least one <br />state, Nevada, will soon require additional supplies from the Colorado <br />River to avoid scarcity in or about the City of Las Vegas. Nevada is <br />the first state interested in pursuing a lease of Indian water. On <br />behalf of the ten tribes, I intend to pursue this option for the <br />benefit of my tribe, but in doing so I will always require assurances <br />that any leasing of water will not injure the rights of others. <br />I would like to say that by working for the tribes in the seven <br />basin states, I hope that within a year or ten years from now I can <br />come back here, or to another conference such as this and report that <br />together we achieved an innovative way of looking at this God given <br />resource, and that together we can achieve for each of us a more <br />secure future. <br /> <br />58 <br />
