<br />WATER BANK (STORAGE) PLAN <br /> <br />7 <br /> <br />The past four years can be very productive if we utilize the <br />experience gained and act on advanced concepts - put the right <br />people together that address the Big Picture and produce win-win <br />solutions. Leaders with new ideas are in demand. <br /> <br />39. FACT: A water bank would allow lID to organize itself in such a way, uti- <br />lizing experienced and credible people to formulate policy and make <br />complex negotiations happen more efficiently and on better terms. <br /> <br />40. FACT: The foundation for our future is being set, it is multidemensional <br />and requires the best legal, engineering, economic and business <br />minds working together. We need this synergy. <br /> <br />41. FACT: Long-term benefits of correct decisions now are incalculable. <br />Foundation must be sound, comprehensive; not STOP GAP or single- <br />purpose. Liability must be clear. <br /> <br />42. FACT: A water bank would actualize the issue of value in such a way to <br />show that water users have a right to capture the wealth implicit <br />in their historical and customary water allotments, while sharing <br />the water use with others. This is reasonable, responsible and the <br />wave of the future. It is not fair or unfair, that1s just the way <br />it is. <br /> <br />CONCLUSION <br /> <br />Dynamic change is present. Add a major drought and you have a classic environ- <br />ment for PARADIGM change. Imperial Irrigation District is in a better position <br />today to accept the challenge. Much has been learned. <br /> <br />lID can now, in a very reasonable and beneficial way, create a more efficient <br />system, driven by conservation and establish a precedent for the West. We <br />create a NEW CLASS of water which helps solve the problem and protects the area <br />of origin through value recognition. <br />
