<br />Program The importance of the marketing and <br />~~ transfer of water rights to western <br />resource policy has continued to <br />grow in 1987. The trend is clear- <br />the reallocation of existing water <br />rights is the primary source of water <br />for growth in the west. Many recent <br />water supply challenges have been <br />met through the continued transfer <br />and exchange of water entitlements. <br />These water transactions have <br />brought profits to many parties, <br />problems to local areas and policy <br />challenges for public officials. <br /> <br />On October 8th and 9th, Water <br />Marketing 1987: Profits, Problems <br />and Policies in the Western United <br />States will be presented by the <br />University of Denver College of Law's <br />Natural Resources Program and <br />Watershed West, a policy network <br />of senior water professionals. <br />This year's program will address <br />a broad range of topics of interest <br />to investors, water managers, <br />attorneys, government officials, <br />public interest advocates, brokers, <br />irrigators, appraisers and <br />developers. <br /> <br />The 1987 faculty for this annual <br />conference has been drawn from <br />legal practice, government service, <br />the emerging water marketing <br />industry, the public interest sector <br />and the academy. They represent <br />a cross section of the leading <br />authorities on water reallocation and <br />its affect in the western states. In <br />response to requests from last year's <br />registrants, we have inctuded a <br />number of top water managers to the <br />faculty. With its depth and diversity, <br />the 1987 Conference offers a unique <br />opportunity for exposure to practical <br />suggestions and innovative ideas on <br />generating new policies, profits and <br />publiC interest protections <br />associated with water marketing. <br /> <br />As a national scope program, <br />this conference also represents a <br />chance for participants to meet <br />and exchange ideas with other <br />registrants and faculty who work <br />in various capacities with water <br />marketing and transfers. We have <br />designed the program so that <br />registrants can meet and exchange <br />ideas on a formal and informal basis <br />in order to create networks and <br />business opportunities. <br /> <br />Thursday's program will <br />consider two topical areas. The <br />morning will concentrate on Current <br />Market Activities and Issues, <br />including the latest pricing data and <br />barriers facing water transactions. <br />The afternoon session will focus on <br />Practical Perspectives, as perceived <br />by a range of professionals with <br />experience in water rights <br />transactions. Registrants will <br />have the opportunity to choose the <br />direction of the afternoon's program <br />through attendance at workshop <br />sessions. Discussion at these <br />portions of the program will <br />emphasize new approaches to water <br />marketing and to mitigating its <br />effects on third parties. <br /> <br />Friday morning's program, <br />The Expanding Role of Government, <br />opens with a keynote address by <br />James W. Ziglar, Assistant Secretary <br />for Water and Science, United States <br />Department of the Interior. Following <br />speeches on state and tribal <br />perspectives, registrants will have <br />another chance to customize the <br />program to their particular interests <br />through a variety of morning <br />workshops. The Conference closes <br />Friday afternoon with a panel of <br />experts taking A Look to the Future <br />of water marketing in the west.
