The <br />operation of each is to be evaluated, in the context of preparing <br />biological opinions, with a view toward meeting the needs of the <br />fish. A draft biological opinion on Flaming Gorge is due to be <br />released, at the end of July (1991). The opinion will contain <br />certain quantitative flow recommendations for the Green River <br />downstream from the dam, that will in turn affect the operation <br />and power generation of this Colorado River Storage Project <br />facility. <br />The environmental community has been awaiting the draft <br />opinion for some time and intends to be very much involved in its <br />review. If the flow recommendations hold up and are implemented, <br />it will be an important step toward recovery and a favorable sign <br />for the review of Blue Mesa, the next reservoir on the list. <br />4
