The discussions and agreement will identify how, <br />over a reasonable period of time, California <br />will bring its consumption of water from the <br />Colorado River down to the 4.4 million acre feet <br />allocated to California under the Law of the <br />River. To that end, I know that California is <br />already taking some major steps through water <br />conservation, development of additional supplies <br />of water, and converting agricultural water to <br />municipal uses. We recognize such an agreement <br />may require concessions .by all of the states in <br />addressing a continued supply to Southern <br />California during this period. An integral part <br />of that agreement should involve consideration <br />to the other states affected. <br /> <br />4. The discussions that take place with respect to <br />the agreement should also focus on other issues <br />of mutual interest to the se,ven basin states <br />including environmental issues, river <br />operations, and the continued ability of the <br />other states to fully develop their compact <br />entitlements. <br /> <br />I know that we must proceed expeditiously on this matter. <br />Therefore, Colorado's representatives will devote whatever <br />time is necessary to engage in negotiations and arrive at <br />a proposal as soon as possible. <br /> <br />Please let me know if you have any questions.
