A Congressional <br />aPPropriation of $:t!5 million.will be soUght and water development <br />depletion fees (f~nds collected in conjunction with the issuance <br />of biological opinions under Section 7 of the Endangered Species <br />Act) are e~pected to provide the remaining $10 million. <br /> <br />Th~ program contains five major el~ments. <br /> <br />:t. ffapitat management: identify and acquire instream flows, <br />inoluding the change in operation of federal reservoirs in the <br />pCl,sip. <br /> <br />2. Habitat development: research methods for creating, <br />protecting, and improving habitat. <br /> <br />~, Stoc~ing native fish: identify and maintain specific <br />genetic stoc~ of native fish, study s~rvival of hatchery fish <br />stqO~ed in the wild, and evaluate feasibility of constructing a <br />hatchery. <br /> <br />4, Non~native species and sport~fishing: monitor sizes of <br />native and non~native fish populations, studY competition between <br />th~ two, and limit ar~as in which non-native fish may be <br />stoclceq, <br /> <br />5, ReSearch, monitoripg, ~nd data management: stUdy various <br />m~~ns of recovering fish, monitor long-term population trends, <br />recommend flows, evaluate genetic differences between <br />populations, reCommenq "refugia" (facilities to hold and protect <br />rare fish), evaluate differences betwe~p hatchery and wild fiSh, <br />establish brood stock, and develop and manage centralized data <br />base. <br /> <br />status of tne Reqovery Program and <br />tne ~nvironmental Community~s Role <br /> <br />Sinqe its official start~up in early 19aa, the debate over <br />the endangered fish in those Par~s of the basin addressed by the <br />program (essentially all of the Upper Colorado except the San <br />Juan and its tributaries) has become more con~tructive and has <br />focused on a more coordinated research effort, An agreement is <br />emerging on habitat needs and the research agenda of the <br />Service's fisheries biologists is now mOre coordinated with its <br /> <br />2 <br />
