most popular type of boat used.

4) Bank fishing accounted for 54% of total fishing use in 1986. Fishermen
use, as indicated by fishermen days, has decreased in all four
locations when compared to 1979.

5) Trout harvest by bank fishermen at Treasure Island was reduced
primarily due to the special slot limit regulation. Harvest declined
at the remaining three areas and essentially mirror the previous
fishermen use graph. Catch rates were similar at Saratoga, Foote and
Pick Bridge, and doubled at Treasure Island.

6) Boat fishermen use decreased sl ightly from Bennet Peak to Treasure
Is 1 and and increased s 1 i ght 1 y from Treasure Island to Saratoga. Boat
fishermen use decreased below Saratoga.

7) Total boat fishermen harvest above Saratoga decreased 850%. The large
reduction in harvest above Saratoga is due primarily to the slot limit
regulation. Boat fishermen harvest below Saratoga decreased 131%.

Catch rates for boat fishermen increased slightly from Bennet Peak to
Treasure Island and decreased slightly from Treasure Island to
Saratoga. Catch rates decreased slightly below Saratoga.

-

8) The creel survey reveals that the largest percentage of released fish
occurs above the regulation boundary, which is expected because of the
slot limit regulation. Of particular interest is that 67% of fish
caught below the regulation boundary were released. Basically, anglers
are following the up river intent of the regulation although not
required to by regulation.

9) Fishing outfitter information also reveals that the largest percentage
of released fish occurs above the regulation boundary, primarily due to
the slot limit regulation. Of particular interest is the fact that
approximately 80% of all fish caught below the regulation boundary were
released regardless of size. In addition, about one-half of the fish
greater than 16 inches were released by out fitters regardl ess of the
regulation boundary.

DISCUSSION

Have we reached the goals of the regul at i on? The wil d trout fi shery has
responded positively within the study area. Numbers of trout have increased in
the target size groups. Overall numbers of trout per mile have increased. The
slot limit is accomplishing the objective of providing more, larger trout in the
Treasure Island area. Fishermen are releasing more fish even outside of the
regulation area. Approximately one-half of those trout over 16 inches which are
caught, are released. The slot limit regulation has not resulted in increased
harvest of fi sh 1 ess than 10 inches. The apparent trend is towards more catch

8
