The following summary of the Rio Grande, Colorado, Tijuana
Treaty of 1944 - the so-called MexicanTreaty- has been prepared
only to indicate the effects of the Treaty on the use of the waters
of the Colorado River and specifically as it might relate to the
endangered fishes in the river system. It is not a complete summary,
even of the Colorado River portion.

The part of the Treaty of interest here deals with allocation
of water in the Colorado River System between Mexico and the United
States. It guarantees to Mexico the delivery of 1,500,000 acre-feet
of water annually, to be delivered in accordance with certain
provisions. In time of severe drought or serious accident, any
reduction in this delivery will be in the same proportion as consumptive
uses are reduced in the United States.
