Comments - Colorado River Flows for
Endangered Fishes under Compacts
and Treaty

The waters from the Upper Basin States which aggregate to the
7,500,000 acre-feet annual delivery at Lee Ferry, plus any unused
waters which presently leave the Upper Basin States, comprise the
flows available for the endangered fishes. Some manipulation of
reservoir operations may be possible to make the timing of
releases more favorable to the fishes, so long as there is no
interference with beneficial consumptive uses of water in the
Upper Basin States. Non-flow solutions to the problems of the
fishes would be the most promising direction for recovery efforts.
