<br />'j . <br /> <br />Comments - Colorado River Flows for <br />Endangered Fishes under Compacts <br />and Treaty <br /> <br />~ <br /> <br />The waters from the Upper Basin States which aggregate to the <br />7,500,000 acre-feet annual delivery at Lee Ferry, plus any unused <br />waters which presently leave the Upper Basin States, comprise the <br />flows available for the endangered fishes. Some manipulation of <br />reservoir operations may be possible to make the timing of <br />releases more favorable to the fishes, so long as there is no <br />interference with beneficial consumptive uses of water in the <br />Upper Basin States. Non-flow solutions to the problems of the <br />fishes would be the most promising direction for recovery efforts. <br />
