<br />14 <br /> <br />. To establish a means of evaluating the impact of development on the protected values of the river <br />corridor. Very specifically, this process should provide zoning boards specific directives to consider <br />in evaluating how land use changes will affect the river corridor. For example, the zoning board <br />will consider the effect of the development on existing vegetation, topography, water quality, <br />density and aesthetics. The zoning board will consider the level of development in the area and <br />whether the infrastructure can support additional development. This is beyond the capacity of most <br />zoning rules. However, consideration of these issues are critical if the goal is to expand zoning <br />beyond its traditional functions of protecting the public welfare and providing safety to also <br />protecting the environment. <br /> <br />Completion of this activity will provide a firm foundation for the MHB's program of river protection, by f1lling <br />the gap between the MHB's obligation to protect the natural, cultural, scenic, scientific and recreational values <br />of the river, and the existing program to regulate land use. <br /> <br />American River Management Society <br />
