underground coal mines, water resource development projects, groundwater
collection/control facilities, and both liquid and solid waste disposal facilities. These
projects have involved the management of multidisciplinary teams under Mr. Clopper's
direction, which have included terrestrial and aquatic habitat studies, air quality evaluation,
noise and visual impact assessment, wetland disturbance and mitigation, and
socioeconomic impact. These aspects are often performed concurrently with Mr. Clopper's
technical studies in the area of water quality assessment. Examples of his project
experience in these areas include:

· Environmental Assessment. For proposed Rockwell Reservoir site, Roosevelt National
Forest, Colorado.

· NEPA Compliance Review and EA Preparation. Surface water, groundwater, and
subsidence-related impacts associated with the U.S. Office of Surface Mining's permit
application process for the following underground mines:

Wasatch Plateau Coal Field: Deer Creek Mine, Wilberg Mine, Des-Bee-Dove
Mine, and Trail Mountain Mine,

Book Cliffs Coal Field: Sunnyside Mine.

· NEPA Compliance Review and EA Preparation. Surface water, groundwater, and
subsidence-related impacts associated with the U.S. Office of Surface Mining's permit
application process for the following surface mines:

Centralia Coal Field: Centralia Mine.
Black Diamond Coal Field: John Henry No.1 Mine and Palmer Mine.

· Environmental Impact Report. Prepared for a proposed instream sand and gravel mining
project, Santa Clara River, Ventura County, California, performed in conformance with
CEQA, NEPA, and Section 208 Areawide Planning requirements.

· Cumulative Hydrologic Impact Assessment, Required by NEPA, for basin-wide coal
development and permitting for underground mines in the Huntington Creek and
Cottonwood Creek Basins, Utah. Included assessment of Colorado River salinity issues
related to mine dewatering quantity and quality,

· Environmental Impact Study. Proposed Round 2 Water Marketing. Prepared for the
U,S. Bureau of Reclamation's Ruedi Reservoir, Colorado River basin, Colorado.

Peter F. Lagasse. Ph.D.. P.E.. Dr. Lagasse has 20 years engineering management
experience with the Corps of Engineers and 15 years in managing engineering and
environmental projects as a water resources consultant, Dr. Lagasse served as project
manager for preparation of the Bureau's Supplement to the Final Environmental Statement
for water marketing from Ruedi Reservoir and as project manager for the Colorado River
Water Conservation District/Bureau preparation of a Supplement to the Colorado-Big
