Forest Service
Rocky Mountain Region and
Bureau of land Management
Lakewood, Colorado

Resource Consultants & Engineers, A Division of Ayres Associates (RCE) was one of the
preparers of the Rock Creek/Muddy Creek Reservoir Environmental Impact Statement (EIS).
The Final Environmental Impact Statement (FEIS) for this project represented the culmination
of a four-year effort undertaken to disclose impacts and develop mitigation for the proposed
construction of a water storage reservoir on either Rock Creek in the Yampa Ranger District,
Routt National Forest or Muddy Creek in the Bureau of Land Management Kremmling
Resource Area. The preferred alternative involved a 60,000 acre-feet reservoir on Muddy
Creek. Issues and concerns that RCE addressed included reservoir operations modeling, pre-
and postproject hydrology, stream channel stability, morphology, and equilibrium, chemical and
physical water quality conditions during and after construction and flow changes on Rock
Creek, Muddy Creek, and the Colorado River.

Noteworthy Features of this Job

· Project was successfully permitted and is currently under construction
· Operational modeling of complex hydrology system with various exchange agreements was
accomplished
· Coordination of multidisciplinary environmental subcontract team

Why is this Job Relevant?

· Project involved the development of a comprehensive EIS and related NEPA supporting
documentation
· Project involved a proposed reservoir to meet irrigation storage and water rights exchange
needs
· Significant public participation and interagency coordination programs were involved
