INTRODUCTION <br /> <br />Ayres Associates is pleased to submit this qualifications statement for providing <br />professional consulting services in support of environmental permitting efforts for the <br />Elkhead Reservoir/Yampa River Basin Operation and Management Project. Ayres <br />Associates joins with Miller Ecological Consultants, Inc., and Pioneer Environmental <br />Services, Inc. to provide project management and coordination, technical expertise, and <br />strong background in environmental studies and reports in compliance with the National <br />Environmental Policy Act (NEPA). Ayres Associates will provide project management, <br />technical supervision of subcontractors, primary liaison for public participation and agency <br />review, and administrative coordination for the project. The project will be conducted from <br />the Fort Collins, Colorado, office of Ayres Associates, with key Team members also <br />located in Lay, Colorado; Logan, Utah; and Grand Junction, Colorado. <br /> <br />1 .1 . Ayres Associates <br /> <br />Ayres Associates is fully prepared to manage a multidisciplinary environmental permitting <br />team, which would be comprised of RCE's in-house specialists in water resources and earth <br />sciences, supplemented by subcontractors in other environmental fields and public <br />participation programs required by the project. In addition, we are anticipating, and are <br />fully capable of providing, a primary liaison function between and among the various <br />agencies, organizations, and special interest groups which will be involved in the study. <br />Our personnel stand committed to coordinate all data collection, evaluation, reporting, <br />agency and public involvement, and permitting activities in a responsive, timely, and cost- <br />effective manner. <br /> <br />The study will be conducted from Ayres Associates' office located in Fort Collins, <br />Colorado. In-house Ayres managers include individuals with many years of experience in <br />NEPA coordination, documentation, and compliance activities, as well as technical <br />experience in the fields of: <br /> <br />· Surface and groundwater hydrology <br />· Hydrologic monitoring and field data collection <br />· Erosion and sedimentation control <br />· Fluvial geomorphology and river mechanics <br />· Water quality <br />· Geologic hazards mapping and mitigation <br />· Environmental permitting <br /> <br />1.2. Miller Ecological Consultants, Inc. <br /> <br />Miller Ecological Consultants, Inc. of Fort Collins, Colorado, will assist the Project <br />Team in the areas of aquatic habitat studies, threatened and endangered aquatic species, <br />and other aquatic species of concern. The project proponent has recommended that Miller <br />Ecological Consultants, Inc. continue their involvement in aquatic resource assessment and <br />recovery program implementation for threatened and endangered species in the Yampa <br />River. Dr. Miller has worked with Ayres Associates personnel on Forest Service special use <br />permits regarding reservoir operations and instream flow requirements in <br />Arapaho/Roosevelt National Forests.
