Boundaries and Water: Allocation and Use of a Shared Resource
June 5-7, 1989

Natural Resources Law Center _ University of Colorado School of Law

Most of the major rivers in the Western United States
are shared by two or more states, in many cases also
with tribes, and in a few instances with another country.
With ever-increasing demands on our limited water
resources, issues relating to interjurisdictional allocation
and use have become more prominent in recent years.
This conference provides a general introduction to the
basic legal principles governing the allocation and use
of both ground and surface water between different gov-
ernmental entities. Seven river basins will be examined
to illustrate the types of issues raised in sharing the water
resource and the legal and institutional responses that
have resulted. Specific issues presented by interstate and
interbasin transfers of water will be considered. Finally,
opportunities for improved cooperation in basin-wide en-
joyment of the water resource will be discussed.
The speakers and panelists assembled for this major
conference are among the country's leading experts in
this area. Conference notebooks containing detailed
outlines prepared by each of the speakers are provided
to all attendees. Opportunity will be provided for ques-
tions as well as for informal discussion.
