Upper basin recovery unit

1. Each of the five self-sustaining populations is maintained over a
5-vear period, staning with the first point estimate acceptable
to the Service, such that:

a. the trend in adult [age 4+] point estimates does not
decline significantlv, and

b. mean estimated recruitment of aue-3 naturallv
produced fish equals or exceeds adult monalill, and

2. One 01 the live populations [e.g., Black RockslWestwater
Canvon, or Desolation/Grev canvons] is maintained as a core
population such that each point estimate exceeds 2,100 adults.
