More attractive would be a <br />process where participation results from incentives that are available. Perhaps foremost <br />among these incentives would be the opportunity to have a meaningful effect on the <br />outcome. Related would be the opportunity to accomplish objectives not adequately <br />provided for under existing approaches. <br /> <br />1-19 <br />
