<br />I <br />I <br />I <br />I <br />I <br />I <br />I <br />I <br />I <br />I <br />I <br />I <br />I <br />I <br />I <br />I <br />I <br />I <br />I <br /> <br />FOREWORD <br /> <br />The papers in this volume were presented at a half-day symposium on <br />6 January at the 1979 Annual American Association for the Advancement of <br />Science Meeting in Houston, Texas. This symposium addressed the "track- <br />record" of the methodo10gi es for assessi n~ developmental impacts on fish <br />and wildlife as well as the mitigative measures which are requested to <br />lessen or compensate these'impacts. Specifically, the symposium highlighted <br />the success of the techniques and measures used to mitigate the construction <br />of water resource projects. The various aspects of the mitigative process, <br />formulation, bargaining, implementation, operation and maintenance, and <br />retrofit weredi scussed by the parti ci pants. To date the mitigative process <br />has focussed on the formulation aspect; whereas, the symposium provided a <br />forum for discussion of the important bargaining, implementation, operation <br />and maintenance, and retrofit aspects. This session was devoted to determin- <br />ing ecological, engineering, legal, and administrative uncertainties, con- <br />flicts, and constraints which prevent effective preservation of fish and wild- <br />life. Furthermore, solutions to these obstacles were recommended. <br /> <br />The success of any symposium is, of course, the result of the combined <br />efforts of many people. The diligent efforts of the individual contributors <br />to this volume are sincerely appreciated. Also recognized are the cooperation <br />and financial assistance of the following: American Society of Zoologists, <br />AAAS Section on Biological Sciences, U.S. ArmY Corps of Engineers, National <br />Wildlife Federation, Colorado State University, and Enviro Control, Inc. who <br />financed my participation and published the proceedings. <br /> <br />Papers are arranged in the chronological order of presentation at the <br />symposium.
