However, it would be a mistake to explain every project in <br />terms of third party influence. <br />It is important to note that third party action has provided limited <br />monitoring and enforcement of agreed-to fish and wildlife measures. These <br />positive aspects must be institutionalized in order to be truly effective <br />for two reasons. First, if these actions are institutionalized, they would <br />apply to all projects rather than having a random application. Second, the <br />character of the bureaucracy is such that it responds to requirements that <br />are legally specified. The data indicate that the guidelines set up by the <br />current legislation are not sufficient to enlist the bureaucracy to ensure <br />implementation of fish and wildlife measures. <br />lands and waters for fish and wildlife need to be acquired in phase <br />with other project features. Research has shown that lags in the acquisition <br />of project lands for fish and wildlife purposes can be particularly damaging <br />because of two factors. First, inflation erodes the purchasing power of funds <br />allocated to land acquisition and in the end the targeted amount of land can- <br />not be acquired. The second factor is partly a matter of surmise, the longer <br />land acquisition is postponed, or the further down the scale of priorities the <br />acquisition of fish and wildlife lands is placed, the greater will be the <br />difficulties associated with finding willing sellers, particularly in the <br />vicinity of the project, and the more necessary it may become to resort to <br />condemnation proceedings. These are likely to involve complicated political <br />issues, which reduce the probability that the acquisition targets will be met. <br />To ensure that fish and wildlife recommendations are implemented sponsor- <br />ing agencies should be required to submit an annual report to Congress and/or <br />the Office of Management and Budget which summarizes for each project in plan- <br />ning, under construction, or in operation during the preceding fiscal year the <br />implementation status of fish and wildlife measures. This report would ensure <br />that systematic monitoring of fish and wildlife recommendation would occur during <br />25 <br />
