Continual Strife in the Lower Basin

The states in the Lower Basin never have come to an agree-

ment on water allocation from the Color~do.Oonsequently, bat-

tIes over water rights and developments still rage in courts

and Congress, especially those cases involving Arizona and

California. The most recent dis;ute was over the Central Ari-

sana Project, proposed in 1947 but successfully held up by
California for_more than 20 years.{1,2,4,S)

It's no wonder that the Colorado has the reputation for

being the most fought-over, sought-after river in the history
of North America~
