Any hope for some resolution <br />acceptable to water developers, environmentalists, and <br />regulators depends on such resolution. <br />The Endangered Fish Recovery Program is essential to any <br />resolution. CUrrent uncertainty over "signiticant <br />progress" is simply not livable. Breakthroughs are <br />critical on at least the following areas: <br />1. Conclusion ot Yampa negotiations, including <br />commitment of major water rights tor Juniper cross <br />Mountain to instream flow; a practical and <br />adminis~rable development allowance and <br />subordination agreement for future use in the <br />basin; a definite plan for alternative offstream <br />development (Elkhead Reservoir Enlargemen~ has been <br />initially suggested) must be put into place. <br />2. The CWCB must develop the capacity to adequately <br />assess the impact on the opportunity to develop <br />Colorado's compact entitlement reSUlting from any <br />particular instream flow commitment. The impact of <br />Yampa commitments are probably fairly easy to <br />assess. Mainstem flows will be much harder. <br />Improved mOdelling capacity and database may be <br />required. <br />3.
