thought the U.S. Fish and Wildlife Service should provide the
funding support; others thought federal construction and
operating agencies should be responsible. Another source
mentioned was expanded D-J resources, with a designated
amount (10-25 percent) set aside for basic research. There
was little indication that states would help fund research of
national need and priority, except where D-J funds might be
employed.
Suggestions for administration of reservoir fishery research
were mixed. A few thought the U.S. Fish and Wildlife Service,
or other federal agency, should have sole responsibility for
administering a national program, but perhaps one with
limited objectives. Others expressed concern that a single
federal agency would not be responsive to the needs of
individual states. There is much broader support for some
kind of interagency group (council, steering committee, etc.)
made up of federal and state agencies that would define and
guide needed reservoir research. Over one-half of the respon-
dents thought a federal-state interagency council should oversee
this effort while another 25 percent said it should be under
a federal-state-private council, or an entirely federal interagency
group. Only 10 percent thought it was the responsibility of.a
single federal agency; less than 5 percent believed the states
alone should do it.
The concept of planning, coordinating, and conducting
long-term research on a regional basis was considered desirable
by a number of states. It was considered essential that any
such effort be for a minimum of 15 years with symposia at
5-year intervals to assess progress and future direction. A
regionally structured, federal interagency research consortium,
guided by the U.S. Fish and Wildlife Service, was favored by
some, provided there were provisions for annual or semi-
annual planning meetings with the states.
State support for federal research clearly leans toward a
national interagency council with representatives from state
and federal agencies, and perhaps the private sector. Such a
council would define current regional research needs, award
contracts for research, and have oversight responsibility.
Projects could be contracted to government agencies (federal
or state), universities, or private consulting groups.~

REFERENCES

American Fisheries Society. 1981.
