<br />thought the U.S. Fish and Wildlife Service should provide the
<br />funding support; others thought federal construction and
<br />operating agencies should be responsible. Another source
<br />mentioned was expanded D-J resources, with a designated
<br />amount (10-25 percent) set aside for basic research. There
<br />was little indication that states would help fund research of
<br />national need and priority, except where D-J funds might be
<br />employed.
<br />Suggestions for administration of reservoir fishery research
<br />were mixed. A few thought the U.S. Fish and Wildlife Service,
<br />or other federal agency, should have sole responsibility for
<br />administering a national program, but perhaps one with
<br />limited objectives. Others expressed concern that a single
<br />federal agency would not be responsive to the needs of
<br />individual states. There is much broader support for some
<br />kind of interagency group (council, steering committee, etc.)
<br />made up of federal and state agencies that would define and
<br />guide needed reservoir research. Over one-half of the respon-
<br />dents thought a federal-state interagency council should oversee
<br />this effort while another 25 percent said it should be under
<br />a federal-state-private council, or an entirely federal interagency
<br />group. Only 10 percent thought it was the responsibility of.a
<br />single federal agency; less than 5 percent believed the states
<br />alone should do it.
<br />The concept of planning, coordinating, and conducting
<br />long-term research on a regional basis was considered desirable
<br />by a number of states. It was considered essential that any
<br />such effort be for a minimum of 15 years with symposia at
<br />5-year intervals to assess progress and future direction. A
<br />regionally structured, federal interagency research consortium,
<br />guided by the U.S. Fish and Wildlife Service, was favored by
<br />some, provided there were provisions for annual or semi-
<br />annual planning meetings with the states.
<br />State support for federal research clearly leans toward a
<br />national interagency council with representatives from state
<br />and federal agencies, and perhaps the private sector. Such a
<br />council would define current regional research needs, award
<br />contracts for research, and have oversight responsibility.
<br />Projects could be contracted to government agencies (federal
<br />or state), universities, or private consulting groups.~
