F RAY E 0 <br /> <br />SAFETY NETS <br /> <br />CD <br /> <br />Desert Tortoise Conservation Center, which had <br />no additional space for tortoises. Others had <br />been adopted as pets, highly questionable for a <br />threatened species. <br />Despite the utter failure of the short-term <br />HCP, the long-term Clark County HCP relies <br />on transferring tortoises to the Desert Tortoise <br />Conservation Center. Under the HCp, a sub- <br />committee of representatives of BLM, the <br />Nevada Department of Wildlife, National Park <br />Service biological resources division and FWS <br /> <br />was established to determine an appropriate <br />translocation site. While emphasizing scientific <br />input into this aspect of the HCP is a step in the <br />right direction, it would have been more appro- <br />priate to postpone approval of a large-scale, 30- <br />year HCP until there was some confidence in the <br />effectiveness of translocation techniques. <br />As a third example, the translocation of red- <br />cockaded woodpeckers is a central management <br />technique for many HCPs approved to date <br />(including all three HCPs analyzed in this <br /> <br />
