information-rich HCPs an absolute necessity.

SAFETY NETS

HCPs approved now may predetermine the fate
of some endangered species. If we are not careful,
conservation planning will result not in endan-
gered species recovery but in accelerated erosion
of landowner responsibilities toward imperiled
species and biodiversity.
