F RAY E 0 SA F <br /> E T Y NET S <br /> <br />- <br /> <br />Planning program (NCCP) in California seeks to <br />address conservation and development needs <br />across jurisdictional boundaries at an ecosystem <br />level. This program has been touted as a model <br />for future planning under the ESA. The NCCP <br />was established by state law in 1991 in response <br />to the extreme situation in California of high <br />population growth, massive development pres- <br />sure and high concentrations of rare, endemic <br />and endangered species. The NCCP also was an <br />attempt to prevent federal listing of the coastal <br />California gnatcatcher for protection under the <br />ESA. After the federal government listed the <br /> <br />gnatcatcher as threatened, the NCCP became the <br />basis of a 4(d) rule that regulates activities associ- <br />ated with its habitat (see The Importance of <br />Listing box). Governor Pete Wilson declared: <br />"We will bring together developers, environmen- <br />talists and public officials to create a plan to pro- <br />tect the endangered wildlife and allow needed <br />development. " <br />Under the NCCP, FWS responsibility for <br />enforcing the ESA is largely delegated to local <br />and state government.
